    The exam is held twice a year in the field of Medical Doctorate, and held once a year in the fields of ”Dentistry” and “Teaching“ by ÖSYM.

    Exam is held at least once a year by the universities determined by Council of Higher Education in the fields of Engineering, Physiotherapy and Rehabilitation, Occupational Therapy, Law, Turkish / Turkish Language and Literature and other education and teaching fields required by the Commission.

    Examination calendar is determined by Council of Higher Education in December each year and is announced on the Web page.

    How many points should be taken to be considered successful from STS?

    Raw scores are calculated by subtracting one-quarter of number of wrong answers from total number of correct answers. Minimum points to be taken are as follows:

    35 out of 100 for Medical Doctorate,

    40 out of 100 for Dentistry,

    40 over 100 for "Teaching” in KPSS Educational Sciences exam.

    At least 80 points out of 100 from Foreign Language Level Assessment Test (YDS) or equivalent score from exams accepted by Council of Higher Education (For equivalent exams and scores, ÖSYM's current Foreign Language Equivalence Table is taken as basis).

    USMLE-Step3, PLAB-Part2, AMC-Clinical Examinations, MCCQE-Part2, Arztliche Prüfungen (3AP, Staats Examen) Examinations in foreign countries and Structured Clinical Examination in Turkey are accepted as equivalent to STS, and candidates who are successful in these exams are considered successful from STS in the field of ”Medical Doctorate”.

    In order to be able to evaluate the applications for equivalence, higher education institution giving the diploma and the education program should be recognized as an institution authorized by competent authorities of the country in which it is active, and should be accredited by accreditation or quality assurance institutions and should be recognized by Council of Higher Education. Diploma equivalence applications from higher education institutions that do not provide these considerations are rejected.

    In order to test clinical knowledge and skills by universities determined by Council of Higher Education, it is mainly done in the form of simulation, models and practical applications through patients. Additional written examinations can be made if required by the university. Only the candidates who have been approved for STS can apply for this exam and in order to be successful, 50 out of 100 points must be taken.

    Within the scope of the STS decision taken during the equivalence process, it is a measurement and evaluation process which includes oral examination (written when necessary) and practical implementation stages and accepted as equivalent to STS.

    This process is carried out periodically by relevant Universities in the fields of Dentistry, Pharmacy, Nursing, Physiotherapy and Rehabilitation, Occupational Therapy, Veterinary Medicine, Midwifery, Speech and Language Therapy, Nutrition and Dietetics, Audiology, Child Development. Candidates must receive 50 points over 100 in order to be considered successful.

    Where and how to do Clinical Practice?

    Candidates who have decided to make clinical practices choose three state universities in writing, and according to the opinion of Commission of Equivalence Executive Board, they are placed in one of these choices. Candidates are actively involved in training seminars, outpatient clinics and clinical studies of main branches of clinical practice. In the applications to be made to the patients, the candidates are in the status of a student, they cannot intervene directly to the patient alone, they are involved in diagnosis and treatment services under the accompaniment and supervision of experts in the related department.

    • The service fee for associate degree, undergraduate and graduate equivalence applications is 150 TL.

    Equivalence in Council of Higher Education is performed only for associate degree, undergraduate and graduate degrees.     Clinical Practice is the whole of the practices carried out under the supervision of the relevant specialist physicians to ensure consistence and adaptation to diagnostic and therapeutic applications in Turkey, also aiming at the completion of clinical practical applications which are incomplete within the scope of SYBS. To ensure achievements of the practices of diploma fields such as "Medical Doctorate, Dentistry, Veterinary, Nursing, Midwifery, Physiotherapy and Rehabilitation, Occupational Therapy, Architecture and Engineering", which allows for the execution of the profession, completion of courses and internships, clinical practice or projects may be required in order to provide the necessary adaptations. Relevant decisions are given within the framework of the vocational fields guidelines.

    Due to intensive correspondence, communication and commission costs related to recognition and equivalence procedures, a fee is charged for the applications to be made to our Council as of 30 May 2016. Relevant fee is required to be deposited in the bank account with the information below. Payments to be made by hand are not accepted.

    Is there a different application for nationals of countries with war, annexation and occupation?

    Applicants who are not able to present original documents or part of the documents during the application, due to the presence of war, occupation or annexed conditions in the country of education, or applicants who are not eligible for diploma confirmations, shall be included in the process of equivalence in accordance with the regulations made by Board Decision, in the event that they are limited to the period of war or disaster, and that no confirmation correspondence can be received.

    If diploma is taken from a higher education institution which is not recognized by Council of Higher Education, if it is taken from programs other than distance education or if it is taken from programs graduated without fulfilling the requirements of formal education, if it is taken from programs with Turkish language (except for bilateral / multiple agreements), if equivalent of it is not found in the Turkish Higher Education System in terms of education program, field and degree and In case the education does not provide the necessary academic and professional achievements in terms of qualification, the application is REJECTED.

    Can a diploma rejected for equivalence application be used in Turkey?

    Approved or Rejected equivalence decision given by Council of Higher Education is an official / legally binding decision. Therefore, a diploma that does not have an equivalence certificate does not have an academic value; this means that it does not provide proficiency in the professional sense (provided that the arrangements made by the Vocational Chambers are also considered) and neither academically nor professionally cannot be used in Turkey.

    By presenting new information and documents, the Diploma holder can appeal the old decision and apply for equivalence again. However, in case of rejection decision again, he/she has right to seek a judicial review.

    Graduates of Turkish nationalities who are placed by ÖSYM in universities in  TRNC do not need to apply for equivalence. Their diplomas are valid in Turkey. However, foreign nationals who graduated from TRNC, TRNC citizens and Turkish citizens who graduated from Master's and Special Talent Programmes must apply for equivalence. Those wishing to use TRNC Diploma in a foreign country can use their diplomas abroad by obtaining "Institution/School Recognition Certificate" from our board and making "Apostille”.

    What are duties and responsibilities of Council of Higher Education (CoHE) ?

    Council of Higher Education (YÖK), was established by law numbered 2547 on 06th November 1981. With this law, academic, institutional and administrative restructuring process in higher education started.

    With this law, all higher education institutions in our country were gathered under the umbrella of Council of Higher Education (CoHE), academies were transformed into universities, educational institutes, education faculties, and the Conservatories and Vocational Schools were connected to universities.

    In accordance with Constitution of Republic of Turkey, Council of Higher Education, which is an organization with autonomy and public legal entity, is responsible for all higher education.

    CoHE is the top institution responsible for strategic planning, coordination between universities and quality assurance mechanisms in higher education.

    Chairman of the Council of Higher Education is appointed by President of the Republic of Turkey for 4 years among the members of CoHE General Assembly. It is possible to be appointed for a second time after 4 years.

    CoHE signs protocols for development of various collaborations in the field of higher education with Ministries or Related Institutions of many countries in charge of higher education. With these protocols which are very important in the scope of the internationalization of  Turkish higher education system, cooperations are developing with increasing number of international students and academicians.

    While protocols with  16 countries were signed in the period before Prof. Dr. M.A. Yekta Saraç started his duty on 11th November 2014, during the presidency of Prof. Dr. Yekta Saraç, in 4 years following November 2014, 46 protocols were signed with 34 countries. These countries are;

    Within the scope of the program aiming to increase qualified manpower, in order to to meet the need for human resources of the Ph.D in primary fields set by CoHe  that provides scholarships to students who are or will be studying in doctoral programs in state universities.

    Within the scope of this program, it is aimed to support the students who are studying or who will study in doctoral programs of state universities in 100 high priority thematic areas which are determined by CoHE periodically.

    Which courses will be considered equivalent to the courses taken by students who are enrolled in Mevlana Exchange Program and who are educated in another country abroad are determined in the learning protocol clearly.     Other scholarships and credits received by the students participating in Mevlana Exchange Program continue during the period they study. They continue to pay contributions or tuition fees to their institutions and do not pay tuition fees to Higher Education Institution.
