 Directive on Selection and Placement of International Students on Associate and Bachelor's Degree Programmes 

 

SECTION 1

Purpose, Scope, Legal Basis and Definitions

Purpose

ARTICLE 1- Hereby Directive regulates procedures and principles with respect to admission of international students to Faculties, Graduate Schools and Vocational Schools within Osmaniye Korkut Ata University.

Scope

ARTICLE 2– Hereby Directive includes international students who are to study at associate or undergraduate programs in Osmaniye Korkut Ata University, by means of either scholarship granted by Turkish Government to certain countries or even through their own means.

Legal Basis

ARTICLE 3-  Hereby Directive is prepared with respect to principles and decision about acceptance of foreign students to universities through approval of the Higher Education Council pursuant to article 14/1 under Law no. 6287 issued on Official Gazette issue 28261 on 11.04.2012.

Definitions

ARTICLE 4- In hereby Directive, the following terms correspond to given respective meanings:

a) International Student: Persons studying at any degree and department or participating in Turkish courses, and not of Turkish nationality; as well as those defined in relevant articles of hereby Directive,

b) Education Annotated Entry Visa: Entry permit by Turkish Foreign Delegations in favor of international students for residence and education in Turkey.

c) Education Annotated Visa: Permit by the Ministry of Interior for international students with permission of residence in Turkey to study in relevant universities,

ç)  Residence Permit: Certificate showing permission for international students to reside in Turkey for a given period,

d) The Rectorship: The Rectorship of Osmaniye Korkut Ata University,

e) University: Osmaniye Korkut Ata University,

f) Faculty: Each faculty within Osmaniye Korkut Ata University which international students apply for,

g) Graduate School: Each graduate school within Osmaniye Korkut Ata University which international students apply for,

ğ)Vocational School: Each vocational school within Osmaniye Korkut Ata University which international students apply for,

h) ÖSYM: Measuring, Selection and Placement Center,

ı) TRNC: Turkish Republic of Northern Cyprus,

i) Turkish preparatory course: Courses established within Osmaniye Korkut Ata University or other high education institutions so as to teach Turkish language to international students,

j) Academic unit: Faculties, graduate schools and vocational schools within Osmaniye Korkut Ata University,

k) OKÜYÖS. Osmaniye Korkut Ata University International Student Examination,

l)TÖMER: Turkish Teaching Centers,

m) ACT: American College Testing; the standard testing in USA for studying at a college,

n) ABITUR: German exam for bachelor’s degree,

o) TAWJIHI: Admission test for Jordanian universities,

ö) GCE: General Certificate of Education; exam to start university education in the UK,

p)  Diplome Debirestan: Iranian High School diploma,

r) SAT I: Scholastic Aptitude Test; the test which can be made from all around the world in order to study at US colleges/graduate schools,

s)  Pişdaneşgahi: Graduation grade in Iran,

ş) GAOKAO: Exam in People’s Republic of China,

t)  Al-Shahada: Admission test for Syrian universities,

u) Al-Thanawiyya: Admission test for Libyan universities,

ü)  International Baccalaureate: International exam for bachelor’s degree,

v)  Baccalaureat Libanais: Admission test for Lebanese universities,

y)  Baccalaureat Français: Admission test for French universities,

z) Commission for International Student Acceptance: Commission which consists of members assigned by the rector.

 

SECTION TWO

Quotas and General Principles

Educational Programs

ARTICLE 5-(1) Faculties, Graduate Schools and Vocational Schools within the University may accept international students pursuant to principles stipulated in hereby Directive and through approval by the Higher Education Council.

(2) International students may study at associate and undergraduate programs, daytime and evening education, distance education and open education programs within the university. They cannot, however, attend programs associated with METEB (Vocational and Technical Education Zones).

 

Tuition Fee

ARTICLE 6- (1) Annual Tuition Fee from International Students is determined by the University Board within the range stipulated by the Council of Ministers.

(2) The contribution and tuition fee by accepted international students are collected within the scope of relevant regulation.

 

Quotas

ARTICLE 7- (1) University Senate determines admission quotas for international students in such manner that it does not exceed 35% of the quotas of relevant program for previous year as given in ÖSYS Handbook of Higher Education Programs and Quotas. And the decision is submitted to Higher Education Council for approval.

(2) In case there is no appeal to program quotas for foreign students or the quotas remain unfilled, the vacant or non-applied quotas can be added to those of other programs pursuant to rules of quota determination and by courtesy of Higher Education Council.

 

Exams and Assessment Principles

ARTICLE 8- (1) Exams recommended by the University and approved by Higher Education Council are used for assessment of applications by international students for acceptance. Among these, the tests equivalent to high school graduation exams (Abitur, International Baccalaureate, GCE, Tawjihi etc.) are subject to no restriction with respect to validity date. Nevertheless, the validity period is two years for exams which bear the quality of university admission tests (SAT, OKÜYÖS etc.).

(2) As for academic units where students are accepted via special talent exam, assessment is made according to criteria in directives for such exams.

Governing Directive for Education

ARTICLE 9– International students are subject to Associate and Undergraduate Education Directive of Osmaniye Korkut Ata University for educational issues.

 

Language of education

ARTICLE 10- (1) Except for certain programs, Turkish is the language of education in the university.

(2) Candidates, who are entitled to enroll in departments with compulsory preparatory class for foreign language or intense foreign language education, are subject to “Directive for Education in Foreign Language in Osmaniye Korkut Ata University.”

 

SECTION 3

Applications, Announcements, Acceptance, Exact Registration, Re-registration

Principles Regarding Application Conditions

ARTICLE 11 - Applications will be accepted from;

(1) the applicants who are currently enrolled as seniors in high school or already graduated from high-school, provided that he/she:

a. is a foreign national,

b. had natural born citizenship of Turkey but ceased to be a citizen of Turkey by the courtesy of the Ministry of Interior Affairs, and their minor children who are registered on the document indicating the release of Turkish Citizenship and who can certify that they hold an official document regarding the use of rights granted by Turkish Citizenship Law No. 5203,

c. is a dual national who is a natural born foreign national but taken TR citizenship afterwards,

d. is a Turkish citizen who has completed his/her entire high school education in a foreign country other than the Turkish Republic of Northern Cyprus (TRNC) (including those who have completed their whole high school education in a Turkish high school in a foreign country other than TRNC),

e. is a TRNC citizen residing in TRNC and has completed his/her high school education there and has taken GCE AL exam results,

f. is a TRNC citizen who has been enrolled in and educated at private schools or high schools in other countries between 2005 and 2010, and who has or will have GCE AL exam results.

 

Applications will not be accepted from;

(2)  the applicants who have,

a. TR citizenship and completed their entire high education in Turkey or the Turkish Republic of Northern Cyprus,

b. TRNC citizenship (except for the ones who received education at private schools or high schools in other countries between 2005 and 2010, and have or will have GCE AL exam results, and the ones who completed their high school education in the Turkish Republic of Northern Cyprus and have GCE AL exam results),

c. Dual nationalities with their first citizenship from TR as the natural born nationality that is defined in article 11/1-b. (and the ones who completed their entire high school education in a foreign country other than the Turkish Republic of Northern Cyprus / except for the ones who completed their entire high school education in Turkish Schools in foreign countries other than the Turkish Republic of Northern Cyprus),

d.  Dual nationalities, one of which is TRNC citizenship (except for the ones who received education at private schools and  high schools in other countries between 2005 and 2010, and have or will have GCE AL exam results, and the ones who completed their high school education in the Turkish Republic of Northern Cyprus and have GCE AL exam results)

e. TR citizenship or dual nationality, with first citizenship from TR with the natural born nationality that is defined in article 11/1-b and received education in schools within Turkish embassies and foreign high schools in Turkey.

 

Application

ARTICLE 12

(1) Applicants are supposed to apply online or in person, and to send the necessary application documents to International Relations Office with other necessary documents in accordance with the application dates specified in the academic calendar. One can apply on behalf of another one by Procuration (notaries in Turkey or confirmed by foreign representatives of Turkey).

 

  (2)  Documents required for application;

  1. Graduated school diploma with its confirmed sample by notary in Turkey or foreign representatives of Turkey abroad, and its certified Turkish translation.
  2. High School Equivalency Certificate (confirmed sample of high school equivalency certificate provided from Turkish Republic Ministry of Education or foreign representatives of Turkey abroad.)
  3. Transcript (candidate’s official transcript, confirmed by related headship, indicating courses taken from the school and grades; and its certified Turkish translation.
  4. Exam Result Documents (sample of the document confirmed by notary in Turkey or foreign representatives of Turkey abroad, used for application, indicating exam result, and its certified Turkish translation.
  5. Confirmed sample of pages of passport indicating identity information and passport validity and its certified Turkish translation.
  6. 2 Photos (must be taken in the last 6 months, must be in the form of identifying students easily, and must be original; copies of photos will not be accepted)

 

Principles regarding acceptance

ARTICLE 13-(1) The candidate has to submit his/her score at one of the following tests while applying for international studentship.

Test Type

Minimum Acceptable Success Level

Examinations for Foreign Students by Osmaniye Korkut Ata University (OKÜYÖS) or State Universities in Turkish Republic,

a minimum score of 40 in Basic Learning Skills Test. Candidates applying for  the programs in a foreign language are supposed to bring Foreign Language Proficiency Certificate.

Kazakhstan National University Testing,

a minimum score of 90 out of 120.

ACT (American College Test) examination,

a minimum score of 21 in Math , Science Reasoning and total score.

TAWJIHI (examinations held in Jordan and Palestine, in the Scientific Stream),

a minimum average of  80 points in all courses.

SAT I examination,

a minimum total score of 1000 out of 1600 in Reasoning Test, Math and Critical Reading, and a minimum score of 500 out of 800 in Math.

GCE (General Certıficate Education / Level A Certificate),

Level A in at least two subjects, one of which must be related to the program to be applied for.

Baccalauréat Libanais (an examination held in Lebanon),

a diploma score of at least 13 in Scientific Stream.

International Baccalaureate

a diploma score of at least 28.

Diplôme Debırestan ve Pışdeneşgahi (an examination held in Iran to graduate from high school),

a high school diploma score of at least 17 out of 20  (Dıplome Debırestan),  with a minimum score of 17 out of 20 in Pişdeneşgahi diploma score.

ABITUR examination (German Baccalaureate),

a minimum score of 4.

GAOKAO (an examination held in People’s Republic of China),

a minimum score of  500 out of 750 in the score type of the program to be applied for.

Al-Shahada-Al Thanawiyya (Baccalaureate) (an examination in the Scientific Stream),

a minimum score of  200 out of  240 for the Medical Faculty, 190 out of 240 for the Faculty of  Engineering and Architecture, 175 out of 240 for the other programs

University Entrance Examination of Azerbaijan(TQDK),

a minimum score of 200 out of 700 in the area of specialization  related to the program to be applied for.

French Baccalaureate,

a diploma score of at least 12.

University Entrance Examination of Greece

a  minimum of 40 percent or more of the total score

University Entrance Examination of Macedonia

a minimum of 50 percent or over of the total score

University Entrance Examination of Kosovo

a minimum of 40 percent or over of the total score

TCS (Turkish Republics – Turkish and Relatives Communities Examination)

a minimum score of 40.

Ujian Akhir National Examination (held in Indonesia)

a minimum score of 60

Others

Other test certificates not included in hereby list but are approved by the University Board.

(2) Senate may decide on additions and amendments in test types and levels pursuant to changes in the course of time.

(3) In selection of international students, scores from OKÜYÖS or similar tests govern; in case of lack or equality of such scores, high school graduation grade serves as basis.

(4) The international student candidates, who want to apply for university programs that accept students via special talent exams, are subject to student selection criteria for special talent in addition to general criteria.

Assessment of applications and Placement procedures

ARTICLE 14- (1) University is exclusively authorized for assessment of applications and placement of candidates. University may fill or not fill the quotas. Fulfillment of application requirements does not mean acceptance for placement. Placement lists are finalized following decree by Commission for International Student Acceptance and approval of the Rector. Objections are settled by the Commission.

(2) The list of deserving (original and substitute) candidates is declared on university website. Besides, the result is notified via acceptance letter to candidate’s address indicated in international student application form. Candidates can obtain “Education Annotated Visa” from relevant authorities by means of this certificate.

Exact Enrolments

ARTICLE 15- (1) During the exact enrolment interval declared by the University, the candidates in original list are given priority in case they apply in person together with required documents and certificates. Candidates who do not enroll within the mentioned period lose their right; pursuant to their rank, reserve candidates are allowed to enroll instead.

(2) Candidates with missing enrolment documents cannot enroll.

Necessary Documents for Exact Enrolment

ARTICLE 16- (1) Necessary documents for exact enrolment are as follows:

a- Original and certified Turkish translation of the test result certificate referred under hereby article 13/1,

b- Original and certified Turkish translation of diploma of high school confirmed as equivalent of Turkish high schools,

c- (Original) Certificate of equivalence obtained from Turkish Ministry of National Education or Foreign Delegations of Turkey in respective countries of students,

d-  Photocopy and certified Turkish translation of Education Annotated Visa, on the condition of presenting its original,  

e- Bank receipt showing the contribution or tuition fee is paid,

f- Photocopy of residence permit on the condition of presenting its original,

g- Six photographs (Photos should be taken in the last six months and show the student in a clearly recognizable manner; no photocopies shall be accepted),

h- (For requesting units) Medical Board Report from a general hospital or university teaching hospital in Turkey.

(2) International students coming from abroad are asked to declare financial commitment in the amount annually prescribed by the Senate so as to prove they can continue higher education in Turkey.

(3) The students who complete exact enrolment for programs need to succeed in Test for Turkish Language by the University or obtain diploma from Turkish and Foreign Language Research and Application Center (TÖMER). A student who cannot fulfill the above mentioned requirement is considered on leave for one year until the enrolment period of following academic year in order to learn Turkish at his/her own expense; this period is not included within maximum education term.

 

SECTION FOUR

Miscellaneous and Final Provisions

Issues not regulated by the Directive

ARTICLE 17- International students shall meet their health expenses themselves. Procedures of general health insurance with Social Security Institution (SSI) regarding international students are conducted by the Ministry of Health, Culture and Sports.

ARTICLE 18- Provisions of relevant laws and directives, as well as University Senate decisions govern in issues not concluded under hereby directive about international students.

Effective date

ARTICLE 19- Hereby Directive comes into effect upon approval by the Higher Education Council.

Execution

ARTICLE 20- Provisions of hereby Directive are executed by the Rector of Osmaniye Korkut Ata University.
