DIRECTION OF INTERNATIONAL STUDENTS’ ACCEPTANCE AND REGISTRATION TO UNDERGRADUATE PROGRAMS

AIM

ARTICLE 1 – (1) This direction’s aim is to draw the rudiments regarding the application and acceptance of the international students who want to study in the certified undergraduate programs in Bursa Technical University and The Turkish Republic of Northern Cyprus, and The Republic of Turkey students who completed their high school education abroad under the frame of criteria of choosing international students for higher education institutions in Turkey.

SCOPE

ARTICLE 2 - (1) This direction includes the international students who come to the university to study in certified undergraduate programs with their own means and The Turkish Republic of Northern Cyprus and The Republic of Turkey students who completed their high school education abroad.

BASIS

ARTICLE 3 – (1) This direction is arranged according to the changes and rudiments regarding Acceptance of International Students which is accepted in Higher Education General Meeting on 21/01/2010 and changed in Higher Education General Meeting on 13/02/2013, in compliance the right which have been taken in Council of Higher Education General Meeting on 01/02/2013 that is about defining the Rudiments related with Acceptance of International Students in Higher Education in Law no:2547 differ with Law no:6287 as per item 45/f.

DEFINITIONS

ARTICLE 4 – (1) In this direction, the following definitions state as;

  1. Resident Permit : The document given to foreigners to stay for a length of time in our country
  2. Relevant Administrative Committee: Relevant Faculty/Graduate School Administrative Committee
  3. Education Annotated Visa:  The entrance permit given by Foreign Delegation in Turkey to  allow the foreign students who come to Turkey to study in Turkey   
  4. Rector:  Rector of Bursa Technical University
  5. Rectorship : Rectorship of Bursa Technical University
  6. SAT: Scholastic Aptitude Test which is an international test
  7. Senate: Senate of Bursa Technical University
  8. TÖMER: Centres of Turkish Language Teaching
  9. The University Administrative Committee(ÜYK) : Bursa Technical University Administrative Committee
  10. University: Bursa Technical University
  11. Visa: The permit given by competent authorities and saved in passports in order to provide the foreigners’ entrance and exit from the countries’ boarding crossings in international travels
  12. Commission of Choosing International Student: The commission which concerns the process of the international students’ who apply Bursa Technical University application and acceptance.
  13. International Student: One who is not a citizen of The Republic of Turkey and The Turkish Republic of Northern Cyprus
  14. YÖS: International Student Exam
  15. Council of Higher Education (YÖK): Higher Education Council.

GENERAL REQUIREMENTS

ARTICLE – 5 (1) On the condition that they have graduated or expecting graduation from a high-school applicants who meet the application criteria below may apply for the undergraduate programs;

  1. International students,
  2. Students who have graduated from any institution that is equivalent to Turkish high-schools
  3. those holding Turkish citizenship by birth and renounced their Turkish citizenship, and their children under 18 who are listed in the renouncement document but documenting their certification for rights mentioned in the Turkish Citizenship Law, no: 5901, Item 7, stating that “Anyone born, either in Turkey or abroad, in the marriage of a Turkish mother or father, is a Turkish citizen.” Candidates who wish to apply within the “applications from abroad” category should examine the Turkish Citizenship Law.
  4. those who hold citizenship of other countries by birth and have gained the citizenship of The Republic of Turkey / those who hold dual-citizenship,
  5. those who hold the citizenship of The Republic of Turkey and have completed their high school education in another country, including those who have completed their high school education in a Turkish institution in another country. (Those who have completed their high school education in The Turkish Republic of Northern Cyprus are exempt from this rule.)
  6. those who hold the citizenship of The Turkish Republic of Northern Cyprus, who reside in The Turkish Republic of Northern Cyprus and who have completed their secondary education in a GCE AL system, as well as those who have registered and completed their secondary education in a GCE AL system abroad between 2005-2010.

 (2) Applicants whose applications cannot be accepted;

a)   who hold the a citizenship of The Turkish Republic of Northern Cyprus (except for those who have completed their secondary education in a GCE AL system in The Turkish Republic of Northern Cyprus, and those who have registered and completed their secondary education in a GCE AL system abroad between 2005-2010),

b)  who hold the a citizenship of The Republic of Turkey, and have completed their secondary education in Turkey or in The Turkish Republic of Northern Cyprus,

c)  who hold a dual citizenship, one of which is a citizenship of The Republic of Turkey by birth, as stated in article (5) item.1 clause c above. (except for those who have completed their high school education in another country other than The Turkish Republic of Northern Cyprus/ those who have completed their high school education in a Turkish institution in another country other than The Turkish Republic of Northern Cyprus

d)  who hold a dual citizenship, one of which is a citizenship of The Turkish Republic of Northern Cyprus (except for those who have completed their secondary education in a GCE AL system in The Turkish Republic of Northern Cyprus, and those who have registered and completed their secondary education in a GCE AL system abroad between 2005-2010),

 

e) those who hold a citizenship of The Republic of Turkey or a dual citizenship, one of which is the a citizenship of The Republic of Turkey by birth, as stated in article 5 item.1 clause c above, and who have completed their secondary education at institutions within an embassy or in other foreign institutions in Turkey,

(3) Applicants are required to have minimum 1100 out of 1600 in SAT Reasoning Test in ‘math’ and ‘critical reading’ test as total mark, and at least 600 out of 800 in ‘math’ test (its validity is 2 years), or International Student Exams (YÖS) which are held by the state universities in Turkey, they need to get minimum score for relevant faculty/departments which are determined by the university that do the exams (its validity is 1 year).

(4) Applicants are required to certify that they have at least C1 language level in Turkish in one of the exams held by TÖMER or Yunus Emre Institution. It is not required in departments whose medium of instruction is English.

(5) Applicants are required to fulfil the conditions of BTÜ School of Foreign Languages  English Proficiency Exam  for the departments whose medium of instruction is English-Turkish (mixed) or English,

(6) Additional requirements can be asked in necessary conditions with the decision of Relevant Administrative Committee and the consent of University Administrative Committee.

Application Information

ARTICLE 6 – (1) Application information and the quotas are determined by the Bursa Technical University Administrative Committee under the frame of rudiments regarding the Acceptance of Students from Foreign Countries which is announced by the Council of Higher Education and then are submitted for the approval of Council of Higher Education.  Evaluating and placing the applicants are under the authority of the university. On the conditions that there are not any applications to determined quotas, or quotas are fulfilled, adding unfulfilled or unapplied quotas to the other programs’ quotas or not being fulfilled are under the authority of The University Administrative Committee. Meeting the application criteria does not guarantee admission to the programs.

(2) Application conditions, quotas and necessary documents and information are announced on university’s websites before the date of application. Applications of the applicants who meet the application criteria are taken by Registrar’s Office on the days announced in Academic Calendar. Applicants who apply via absentee are required to deliver the complete application documents to the Registrar’s Office until due date.

(3) The results of the SAT exam (its validity is 2 years) or the results of Foreign Student Exam which is held by state universities in Turkey (its validity is 1 year) are acceptable.

(4) Applicants are required to certify that they have at least C1 language level in Turkish in one of the exams held by TÖMER or Yunus Emre Institution. It is not required in departments whose medium of instruction is English.

(5) Applicants are required to fulfil the conditions of BTÜ School of Foreign Languages English Proficiency Exam for the departments whose medium of instruction is English-Turkish (mixed) or English.

(6) The international students who want to study in Turkey must certify that their economic status is eligible for their study, according to the regulations of Council of Higher Education which are rearranged every year.

(7) Contact with the applicants and guidance and counselling services, after they are accepted are carried out by International Relations Office.

(8) The applications will be evaluated by the relevant Faculty’s Admission Committee and principal and fill-in lists are formed, then they are submitted to the Rector. Placement of the students who are accepted to more than one department regarding their order of choice is completed by the Commission of Choosing International Students and submitted to the Council of Higher Education. The latest version of the placement process is determined by the Council of Higher Education and announced on the university’s website. Successful applicants will receive an “acceptance letter” through regular post.

(9) International students who come to Turkey to apply should take Education Annotated Entrance Visa given by the Republic of Turkey Foreign Representative Office, the applicants to whom acceptance letter is sent should get Education Annotated Visa given by the Ministry of Internal Affairs to get the residence permission to study in Turkey.

(10) On the conditions that it is accepted by The University Administrative Committee/Senate, for the following academic year “Presupposition Letter” or an equivalent document is prepared for the applicants who apply in the semester and meet the application criteria regarding of not exceeding the one third of the previous year’s accepting international students’ quotas.

(11) Tuition Fees and other fees which are determined under the frame of the Council of Ministers’ decision are determined by The University Administrative Committee.

Registration

ARTICLE 7 – (1) Admitted applicants’ registrations are held by Registrar’s Office on the days announced in the Academic Calendar.

(2) Applicants are required to submit the following documents in order that their registrations are completed.

a) The original document which shows that applicants have at least C1 language level in Turkish in one of the exams held by TÖMER or Yunus Emre Institution for the departments whose medium of instruction is Turkish or Turkish-English (mixed).

b) The original document which shows that applicants meet the conditions of BTÜ School of Foreign Languages English Proficiency Exam for the departments whose medium of instruction is English-Turkish (mixed) or English.

c) The original SAT exam result (its validity is 2 years) or the original exam results of Foreign Student Exam which is held by state universities in Turkey (its validity is 1 year).

d) The original high school diploma and its translation approved by Turkish Representative Office

e) An original Equivalence Letter from the Ministry of Education of Turkey or from Turkish Embassies which certify that the diploma is equivalent to a Turkish High School Diploma is not required for application.

f) The original Transcript of high school courses and grades and its translation approved by Turkish Representative Office.

g) The copy of the Passport and the original passport which is going to be given after examined.

h) Bank receipt which shows the payment of tuition fee.

I) Bank receipt which shows the assurance is blocked.

j) Education Visa

k) 4 passport photos

(3) Registrations are held between the dates announced in the Academic Calendar every year. Applicants who do not register between these dates lose their rights.

(4) Applicant acquire Studentship Right after complete the whole registration process and on the conditions that it is not against to these rudiments’ provisions, they are subject to the provisions which are implemented to the other students in the university.

Medium of Instruction and Preparation School

ARTICLE 8 – (1) University’s medium of instruction is Turkish. Yet, programs which are in a totally foreign language or mixed can be opened according to the relevant faculty’s offer, Senate’s decision and Council of Higher Education’s approval.

(2) In order to be accepted to the programs whose medium of instruction is in totally foreign language or mixed, International students should meet the minimum requirements for the language proficiency in relevant regulation provisions.

 

International Students’ Responsibilities

ARTICLE 9 – (1) International students who will come to Turkey to study or are in Turkey are responsible for;

  1. taking the documents and carrying out the necessary procedures according to Turkish Laws
  2. Informing the Registrar’s Office and International Relations Office within 15 days about the changes in their personal, marital status and education situations
  3. During their education period, on the conditions that they certify that they continue their education, taking new permission of residence from local security chief office in required time if they would like to prolong their duration of residence,
  4. Getting news ones in 15 days in case they lose their passports and residence permit,
  5. In case they change their universities or addresses, informing previous and new local security chief offices in 48 hours at the same time.
  6. International students who are subject to these provisions are responsible for compensating their health expenses within the scope of health insurance doing by themselves.

 

Situations which there are no provisions

 ARTICLE 10 – (1) In situations which there are no provisions, other relevant regulation provisions, Council of Higher Education, Senate and relevant board decisions are applied.

Working Prohibition

ARTICLE 11 – (1) International students cannot work at any job which gives salary during their education period.

Validity

ARTICLE 12 – (1) This direction becomes valid when it is announced.

Execution

 ARTICLE 13 – (1) Rector of Bursa Technical University execute these direction’s provisions. 

 

 

DIRECTIVE FOR INTERNATIONAL STUDENT APPLICATIONS, ADMISSIONS AND REGISTRATIONS TO GRADUATE PROGRAMS

PART 1

Aim, Scope, Basis and Definition of Terms

Aim

ARTICLE 1 – (1) The aim of this directive is to regulate the procedures and principles regarding international student applications, admissions and registrations to graduate programs at Bursa Technical University.

Scope

ARTICLE 2 – (1) This directive comprises provisions concerning international student applications, admissions and registrations to Turkish, Turkish-English and English graduate programs at Bursa Technical University.

Basis

ARTICLE 3 – (1) This directive has been drawn up based on

  1. Articles 14 and 65 of the Higher Education Act 2547 dated 04.11.1981
  2. Article 7 of Law no. 2922 on Foreign Students Studying in Turkey dated 14.10.1983
  3. Article 6 clause e of Foreign Students Studying in Turkey Regulation published in the Official Gazzette No. 18740 dated 30.04.1985
  4. Higher Education Council graduate education regulation published in the Official Gazzette No. 22683 dated 01.07.1996
  5. Higher Education Council  act no. B.30.0.EÖB.0.00.00.03.01.06-3069-021145 dated 24.06.2010
  6. BTU Graduate Education Regulation published in the Official Gazzette No. 28761 dated 10.09.2013

ARTICLE 4 – (1) Wherever the following terms appear in this directive, they shall be taken refer to :

  1. University: Bursa Technical University
  2. Rector: Bursa Technical University Rector
  3. Senate: Bursa Technical University Senate
  4. Instıtute: Bursa Technical University  Instıtutes
  5. EK: Institute Council
  6. EYK: Institute Administrative Board
  7. ALES: Academic Personnel and Graduate Education Exam
  8. GRE: (Graduate Record Examinations) International  physical sciences and social sciences post graduate education entrance exam
  9. GMAT: (Graduate Management Admission Tes) International social sciences post graduate education entrance exam

PART 2

Quotas, Education Language, Application and Documents for Application

Quotas

ARTICLE 5 – (1) Programs and quotas are set by the recommendation of the related department , the decision of the Institute Council and the confirmation of the Senate.

Education Language

ARTICLE 6 – (1) Students who are accepted to post graduate programs are liable to related legislation provisions.

(2) Education language is English, Turkish-English and Turkish, applicants to programs must document their proficiency in the education languge determined by the Senate by either of the following conditions:

a) Sufficient score from YDS

b) Sufficient equivalent scoreto YDS from the exams accepted by YÖK

c) Sufficient score from the proficiency exam for master programs held by Bursa Technical University School of Foreign Languages

(3)Those who apply for a program in Turkish or Turkish-English have to obtain the sufficient score determined by the Senate from the exams held by TÖMER ot Yunus Emre Institude in addition to conditions above.

(4)For doctorate programs applicants must obtain a score of minimum 55 from YDS in English, French or German apart from their native language, or equivalent of this score from an exam accepted by  inter-university committee, Institute Council decides if these minimum scores should increase depending on the program.

Application Requirements

ARTICLE 7 – (1) Those who are in the foreign nationals statue determined by YÖK can apply.

(2) Those who have a bachelor’s degree of a university may apply for master or doctorate after undergradute programs .

(3)Tthose who have graduated a master program may apply for doctorate programs.

 (4) It is necessary to have obtained the scores from ALES or equivalent exams determined by the senate provided that they are not less than the minimum score stated by YÖK.

(5) The candidates who are offered a place by Higher Education Council within the scope of intergovernmental or cross-cultural agreements may be accepted to a program in ‘conditional acceptance’as stated in article 10 subparagraph 1 clause b. These candidates have to submit required document (ALES, GRE and GMAT English and/or Turkish proficiency document )at the end of two terms or before registering for third term.

Documents Required for Application

ARTICLE 7 – (1) Foreign national student candidates who have finished undergratuate or graduate programs of universities send the documents stated below to the institute directorate within the scope of the Schedule determined by the Instıtutes. Documents required from the candidates are:

  1. Application Form
  2. Turkish translation of the undergraduate or graduate diploma certified by notary or foreign representative Office.
  3. Certified academic transcript
  4. Foreign language and turkish proficiency documents
  5. ALES, GRE or GMAT result document (related institude determines how much grade score average of the Ales score will be on condition that it is not less than % 50. Scores accepted as equivalent of ALES and equivalent scores announced by Higher Education Council may be increased by Institute Counsil decisions. ALES, GRE and GMAT exam results documents must be in legal validity period.)
  6. Curriculum Vitae (such as publications, awards,academic and Professional experience)
  7. Score of the spoken or written exam held by the related department
  8. Letter of reference (3 letters)
  9. Letter of intent
  10. Other documents required by the related department

PART 3

Evaluation Criteria, Evaluation of the Applications, Announcement of the Results, Registration and Fees

Evaluation Criteria

ARTICLE 7 – (1)In the evaluation Criteria the scores below are taken into consideration

  1. ALES and equivalent exam score on condition that they are not less than % 50
  2. Foreign language exam score
  3. Graduation score
  4. Department exam score

(2) The evaluation rates of the scores are determined by the Senate.

Evaluation and Announcing the Results to the Candidates

ARTICLE 7 – (1) evaluation phase is managed as follows:

  1. Applications of the candidates are evaluated by the related department.
  2. Applications are resulted as described below:
  1. Conditional Acceptance
  2. Acceptance to scientific preparation program
  3. Final acceptance
  4. Rejection
  1. Conditional Acceptance: The students who are offered a place by Higher Education Council and students who are conditionally accepted and get scholarship within the scope of intergovernmental or cross-cultural agreements may take 2 lessons in the term they register without paying any fees.number of the lesson may be increased by the decision of the related board of management.
  2. Acceptance to scientific preparation program: Canditates who are accepted in this scope take the lessons suggested by ‘scientific preparation’(BH). Students who are successful in BH program qualify to register in the following term. Students who are not successful are not accepted to graduate programs. Scholarship students are reported to Higher EDucation Council.
  3. Final acceptance: Candidates who are considered qualified through the evaluation of the related department are accepted to the program directly.
  4. Rejection: Candidates who are considered inqualified through the evaluation of the related department are not accepted to the program.
  1. Evaluation results by the related department are submitted to EYK.
  2. Evaluation results are conclusive after they are approved by the related EYK.

(2) ‘Official acceptance letter’ is sent to the candidates who are accepted via e-mail or mail.

Registration

ARTICLE 11 – (1)Documents required from the students who qualify to register are:

  1. Diploma or certificate of graduation (original) and certificate of equivalence
  2. Certified academic transcript
  3. Original education annotated visa taken from the foreign representative office or certified copy by the notary (visa is not required from those who are in the status of foreign who will not be required education visa  within the scope of the principles determined by the Turkish National Police.
  4. Certified copy of the passport
  5. Residence permit for education purposes
  6. 6 photos (taken in the last 6 months)
  7. Receipt showing the payment of the education fee

(2) Students who register have to continue their education in the periods stated in the university academic calendar.

Education Fee

ARTICLE 12 – (1) Education fee which will be taken from foreign national students are determined by University  Administrative Board within the scope of the basic principles suggested by Higher Education Council and accepted by Council of Ministers.students who are exempt from fees by bilateral agreements do not pay education fee.

PART 4

Miscellaneous and Final Provisions

Scholarship and aids

ARTICLE 13– (1) Principles concerning support such as discount/exemption from education fee and/or dormitory fee, food scholarship  etc. to students accepted from foreign countries are determined by University Administrative Board.

Health Insurance

ARTICLE 14– (1) If students who are accepted to graduate programs do not have social security valid in Turkey, they have to start a General Health Insurance within 3 month after first registration.

Other Provisions

ARTICLE 15– (1)For the foreign national students who are accepted to graduate programs, current YÖK Graduate Education Directive, YÖK Student Discipline Directive and Graduate Education Regulation Provisions are applied.

Conditions for which Provisions do not exist in this Directive

ARTICLE 16– (1)In conditions for which provisions do not exist in this Directive, decisions of the Senate and related legislation provisions are applied.

Validity

ARTICLE 17– (1) This Directive is effective following the approval of the Higher Education Council.

Implementation

ARTICLE 18– (1) This Directive is implemented by the Rector.
